Allows a learner to take something learned and apply it to another area.  Use knowledge to be useful in new situations.
There are 3 domains of competence:

•      Cognitive (reasoning and problem solving)
•      Interpersonal (expressing ideas and collaboration)
•      Intrapersonal (self management and self directedness)
